International Alert - Final Evaluation Consultant – Kyrgyzstan

International Alert is looking for a consultant for the final evaluation of its project ‘Constructive dialogues on religion and democracy’, funded by the EU's Instrument contributing to Stability and Peace (IcSP).

The project aims to support an open public discourse and communication about the freedom of religion and belief, the role of religion in people’s life, the interrelation between state and religious institutions, and state policies on religion. The project began in February 2017 and will conclude in January 2020.

As part of the assignment, the consultant will produce the following:

  • an analysis of the extent to which the outcomes achieved correspond to those formulated in the project proposal documents;
  • the strengths and the weaknesses of project implementation;
  • an assessment of the impact of the project from the perspective of the theory (theories) of change of the project consortium partners;
  • an assessment of the project impact and outcomes in relation to the wider secular-religious dialogue (and PVE) context in Kyrgyzstan; and
  • recommendations and lessons to be learned for future work.

The consultant should have a minimum of seven years’ professional (including field) experience in peacebuilding, development, humanitarian aid and/or related fields. They should have proven experience of having worked in a crisis, conflict or post-conflict environment, and the context in Central Asia (preferably Kyrgyzstan). They should also be familiar with approaches to conflict prevention and peacebuilding. Excellent communication skills both written and oral in English and Russian are required; Kyrgyz desirable.

The United Nations World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. We are seeking to fill the position of Evaluation Officer at the P4 level, based in the Office of Evaluation at our Headquarters in Rome, Italy. This is a specialist position and requires a high level of evaluation expertise.

 As a major part of WFP’s accountability framework, evaluations assess the performance and results of policies, strategies, country portfolios, programmes and activities of WFP for accountability and learning to inform future direction. The Evaluation Policy 2016-2021 aims to strengthen WFP’s contribution to ending global hunger by embedding evaluation into the heart of WFP culture, ensuring evidence-based decision making in policies and programmes. In the coming period, WFP’s Office of Evaluation (OEV) will maintain its work on a variety of complex evaluations with continued innovation and improvement in evaluation quality and relevance. The Director of Evaluation heads an independent evaluation function within the WFP Secretariat.



These jobs are found in Headquarters (HQ) and report to the Director of Evaluation.



Mainly to provide independent evaluation evidence, assessing the performance and results of WFP country strategic plans for accountability and learning to inform future direction. 


KEY ACCOUNTABILITIES (not all-inclusive)

  1. Manage evaluation processes and budgets from preparation and design through to completion to ensure the production of independent, credible evidence that meets high professional standards in line with UN norms and standards and codes of conduct for evaluation in the UN system, embodied in WFP’s Evaluation Quality Assurance System (EQAS).
  2. Source, hire and supervise external consultants to ensure the production of evaluations that meet EQAS requirements.
  3. Engage stakeholder groups, both internal and external to WFP, appropriately in the evaluation process and manage communications.
  4. Contribute to the application of the normative framework, quality support, assessment mechanisms and reporting on decentralized evaluation.
  5. Promote WFP's evaluation culture of accountability and learning through analyzing evidence and lessons; preparation of syntheses and summaries of evaluation findings and recommendations; and prepare presentations of these, tailoring messages to specific audiences and platforms, and working with internal and external stakeholders to enhance learning from and use of evaluation evidence in policy, programme and project design.
  6. Act as the focal point within Office of Evaluation for a particular technical theme and/or WFP region, keeping abreast of relevant developments in that technical and/or geographical area and providing relevant evaluation advice and feedback.
  7. Participate and represent Office of Evaluation in external professional forums and networks and internal collaboration on monitoring and evaluation issues.
  8. Participate in WFP internal evaluation expertise groups to enable sharing of experience and development of good practice.
  9. Manage junior staff members, providing coaching and guidance as required to ensure appropriate development and enable high performance.
  10. Take responsibility for incorporating gender perspectives in all areas of work, to ensure equal participation of women and men.

The Enhanced Integrated Framework (EIF) is a multi-donor programme, which supports Least Developed Countries (LDCs) to be more active players in the global trading system by helping them tackle supply-side constraints to trade.
