The International Labour Office (ILO) proposes to engage the services of experienced evaluation consultants to undertake the following evaluations:

1. Independent High Level Evaluation of ILO’s Research and Knowledge Management Strategies and Approaches, 2010-2019 (institutional evaluation)

2. Independent evaluation of the ILO’s programme of work in support of Decent Work in the Americas, 2016-2019

3. Independent High-Level Evaluation of ILO’s Strategy and Action towards promoting Sustainable Enterprises (Outcome 4), 2014-2019

UNEP is looking for two waste management/ evaluation experts

The Evaluation Office of the United Nations Environment Programme (UNEP) is looking for two waste management/ evaluation experts to conduct the terminal evaluation of 3 waste management projects:

a)   The Global Waste Management Outlook project, aimed at producing scientific global and regional assessments on the state of waste management;

b)   the “Secretariat support to the Global Partnership on Waste Management” Project, centred on supporting the Secretariat functions of the GPWM; and

c)   project “Delivering Integrated Waste Management Solutions at National and Local”, focused on enhancing waste management systems by strengthening national and local capacities on the use of the holistic waste hierarchy approach.

The evaluation will take place between January to September 2020, and will tentatively include missions to Japan, Thailand and two other countries. EES - Communications and administrative support consultant

The EES is looking for a communications and administrative support consultant to enhance its outreach to members and the wider evaluation community, particularly in the run up to the  EES 2020 Conference In Copenhagen (September 21st-25th).

Short Term Consultant - LDCF Program Evaluation

The IEO is conducting a program evaluation of the LDCF, as an update to the 2016 Program Evaluation of the LDCF. The IEO will evaluate the LDCF focusing on performance and progress towards LDCF objectives and results in the four years since the 2016 evaluation. The focus will be on the projects completed and the projects approved in the past four years and following-up on conclusions and recommendations of the 2016 LDCF evaluation. The evaluation will provide the LDCF/SCCF Council with evaluative evidence of the Fund’s relevance and emerging results.

Responsibilities and Accountabilities

An approach paper, that lays out the evaluation methodology, is currently being finalized. The short-term consultant will contribute in the following way:

  • Assist in the development of a project documents database
  • Review and archive documentation available in the GEF Project Management Information System (PMIS) and other sources of project information
  • Development of basic project data overviews
  • Test data collection protocols and conduct portfolio analysis.

The IEO will provide quality assurance, methodological support and technical inputs (such as a guidance document on the development of the project documents database) as well as access to the documentation.

Qualifications

The specific qualifications required for the job are:

  • A completed Master’s level degree, with an educational background and/or work experience in environmental issues and related social impacts
  • Minimum three years’ experience in conducting desk study based and web-based research and reviews. Skilled at preparing reports and other analytical outputs
  • Excellent software skills in Excel, experience in the use of Surveymonkey preferred
  • Demonstrated ability to work in multidisciplinary teams
  • Excellent presentation and communication skills; spoken and written English.

Contract duration

The contract offered to the selected candidate would be for a maximum of 40 days from 16 December 2019 to 31 May 2020. Most work will take place January-March 2020.

Mid Career Short Term Consultant - LDCF Program Evaluation

The IEO is seeking a consultant—who is mid-level in her/his career path—to contribute to the Program Evaluation of the LDCF. The consultant will contribute in the following way:

  • Provide advice on, and assist in the development of desk review and field visit tools and protocols for the evaluation
  • Support the quality-at-entry review and assist data collection and collaborate in field data collection in at least one field location
  • Analyze data and information gathered through document and portfolio reviews, meta-evaluation, quality-at-entry reviews, interviews, and field visits
  • Contribute to data and method triangulation, gap analysis and report writing
  • Provide guidance and comments to draft and final evaluation reports.

The IEO will provide quality assurance, methodological support and technical inputs (such as the project documents database) as well as access to the documentation.

Qualifications

The specific qualifications required for the job are:

  • Master’s or advanced degree in social, environmental or development science or other related studies
  • Skilled professional with a minimum of 10 years in the field of environmental evaluation and/or related fields of agriculture and livelihoods, with 5 years of specific experience in evaluation of adaptation to climate change
  • Strong understanding of multilateral environmental agreements covering climate change adaptation and related funding
  • Knowledge of the LDCF, the GEF and its Agencies
  • Strong quantitative and qualitative analytical skills
  • Excellent presentation and communication skills; spoken and written English
  • Excellent software skills in Excel, experience in the use of Surveymonkey preferred
  • Demonstrated ability to work in multidisciplinary teams.

Reporting to the Programme Directorate, you will support programmes relating to nutrition, brain development, education, and youth employment. With a focus on monitoring, evaluation and evidence analysis, you will lead the commissioning, design and usage of baseline data and impact evaluations and engage proactively with Big Win Philanthropy’s partners in sub-Saharan Africa to ensure high quality execution and success of evidence-based programmes.  Other key aspects of the role include programme design, implementation and management.     

Your rigor and exceptional communication abilities will enable you to provide robust support to colleagues in the wider Programme team in reviewing quantitative and qualitative evidence, providing guidance to government leaders on prioritisation and decision-making.  

A Masters or PhD level education in a relevant field is strongly preferred, combined with experience in M&E and impact evaluation design in an international context.

The Global Environment Facility (GEF) provides support to address global environmental concerns related to biodiversity, climate change, international waters, land degradation, chemicals and waste. Since its inception in 1991, the GEF has provided over US $ 19 billion in grants through 4700 projects spread over 170 countries. The GEF Independent Evaluation Office (IEO) has a central role in ensuring the independent evaluation function within the GEF.

The consultants will work at the GEF IEO and contribute to preparation of GEF IEO’s Annual Performance Report (APR) 2020. The report will cover reporting on the performance of completed projects, performance of GEF Agencies, and performance of the System for Transparent Allocation of Resources (STAR) used by the GEF for its seventh replenishment period (GEF-7). The consultants will develop intermediary products for preparation of APR 2020.

The GEF IEO is based in Washington DC. It is administered by the World Bank but it is independent of its management as well as the management of the GEF.  The Director of the IEO reports directly to the GEF Council - the GEF governing body. Responsibilities and Accountabilities

The consultants will perform one or more of the following tasks:

  • Prepare terminal evaluation reviews – GEF Agencies prepare terminal evaluations at completion of project implementation. Terminal evaluation reviews are conducted to desk validate the findings reported in the terminal evaluations. The validated ratings and findings are then reported in a standard template.
  • Portfolio analysis and statistical modeling for assessing effect of changes in the STAR design for the GEF-7 period
  • Qualitative analysis of terminal evaluation reports and post completion evaluations to assess determinants of project performance and sustainability, and mechanisms through which these determinants affect performance.

Qualifications

Candidates must have all of the following qualifications:

  • A Master’s degree or higher in environmental and public policy or other relevant social sciences.
  • Work experience in environmental issues, evaluation, and international development research and/or data analysis.
  • Skilled at preparing synthesis reports and other analytical outputs.
  • Fluent in English.

Candidates must have at least one or more of the following skill sets.

  • Proven ability to conduct desk validation, systematic reviews, synthesize information, and edit written work in English.
  • Strong quantitative skills: ability to conduct statistical modeling and run macros in excel for data analysis. Skilled at use of Stata, R and/or other statistical software.
  • Proficiency in conducting qualitative research and use mix-methods approaches. Demonstrated ability to work with NVivo for qualitative research.

Contract duration

The tasks need to be accomplished during the period December 2019 to April 2020, with a preference for candidates that are available for full time work during this period. The Role

The Candidate

You will have a post-graduate degree in a relevant discipline and a proven track record in International Development.  As an evidence advocate you will have a strong background in qualitative and/or quantitative data collection and analysis to generate clear evidence-based insights.  An emerging expert in one or more subject areas that relate to the practice expertise set above, you are able to demonstrate your credibility with peers and clients.   As a change agent you will have demonstrable experience of using your facilitation skills and flexing your communication style to influence others.  As a project manager, you will be adept at delivering projects to a high technical and commercial standard and be responsible for maintaining and improving GP across a complex project portfolio.  As a trusted adviser you will have skills in developing and maintaining relationships with a range of stakeholders and have experience of leading winning bids with a range of clients.

The salary for this role is up to £43K depending on your skills and experience.
