The adviser works in close collaboration with the Evaluation Office which is the custodian of the evaluation function in UNFPA. S/He will also collaborate, on monitoring issues, with the Policy and Strategy Division.

Monitoring and Evaluation Manager - London

Location:  London, with international travel

Reporting to the Director, Monitoring and Evaluation, you will support programmes relating to nutrition, brain development, education, and youth employment. With a focus on monitoring, evaluation and evidence analysis, you will lead the commissioning, design and usage of baseline data and impact evaluations and engage proactively with Big Win Philanthropy’s partners in sub-Saharan Africa to ensure high quality execution and success of evidence-based programmes.  Other key aspects of the role includes programme design, implementation and management.    

Your rigor and exceptional communication abilities will enable you to provide robust support to colleagues in the wider Programme team in reviewing quantitative and qualitative evidence, providing guidance to government leaders on prioritisation and decision-making. 

A Masters or PhD level education in a relevant field is strongly preferred, combined with experience in M&E and impact evaluation design in an international context.

Council of Europe - Innovative experts on (i) data collection with artificial intelligence and (ii) proxy indicators measuring trust

The Council of Europe is looking for innovative experts on:

- data collection with the help of artificial intelligence, and/or

- proxy indicators for measuring trust between people of diverse ethnic backgrounds.

 

The Council of Europe’s Intercultural Cities Programme supports cities in developing strategies to manage cultural diversity as an asset rather than a threat. Intercultural cities invest considerable resources into various activities that bring together residents of diverse cultural backgrounds with a view to creating trust and social cohesion.

 

To be able to track the effects of such intercultural activities on individuals’ attitudes quickly and in a cost-effective and unobtrusive way (not via surveys etc.), the Council of Europe organizes a brainstorming session on 11-12 June in Lublin, Poland.

UK Prosperity Fund Evaluation & Learning - Senior Evaluator, Brasil

The Brazil Prosperity Programme Evaluation Team is seeking a Senior Evaluator to work with a team of evaluators for up to 45 days (June – November 2019). They will have 10-15 years of relevant experience, including at least 5 years of monitoring and evaluation experience. They will have some experience and understanding of evaluating international programmes in at least one of the following sectors: Trade, Energy and/or Green Finance. They will have Portuguese language capabilities and experience working in Brazil.

The Brazil Prosperity Programme is just one of several Prosperity Fund programme initiatives that we will be evaluating in coming months and years: UK/India Green Growth Equity Fund, South East Asia Economic Reform, India Economic Reform & Prosperity, Digital Access, Global Anti-Corruption, Better Health, China Prosperity, Mexico Prosperity, Indonesia Renewable Energy, Global Trade, Future Cities. The role may present opportunities to work across these programmes.

 

Responsibilities

  • Design and implement surveys/other primary data collection tools (June/July)
  • Analyse and interpret quantitative and qualitative data sets (July – September)
  • Identify initial findings to feed into the Programme Team’s Annual Review (July)
  • Present data using tables, graphs and other visual representations (August – September)
  • Contribute to producing the Brazil Programme Evaluation Report (October – November)
  • Conduct presentations and other evaluation outputs to support the wider PF E&L team
  • Being aware of EQUALs quality assurance requirements and ensuring that work meets the required standards

 

Person specification:

Essential

  • 5 - 10 years’ experience in a monitoring and evaluation role, including at least three years’ experience writing inputs for evaluation studies. This should include theory-based evaluations with a utilisation and learning focus
  • Expertise in the use of qualitative data collection tools, especially key informant interviews and focus group discussions
  • Portuguese language capabilities (sufficient for interviewing and reading/ interpreting text in Portuguese)
  • Some experience and understanding of the Brazilian context for at least one of the following sectors: Trade, Energy and/or Green Finance
  • Demonstrable ability to write clearly and concisely

 

Preferable

  • Experience of working in Middle Income Countries, especially Brazil
  • Experience of working on evaluation projects for HM Government clients

Organizational Setting
The FAO Office of Evaluation (OED) anchors the evaluation function in the Organization. Evaluation at FAO provides results accountability to both member countries and the Director-General, giving more in-depth understanding and objective basis for their decision-making and oversight. Evaluation also contributes to corporate learning, feeding lessons into a robust feedback loop. Evaluation provides a sound basis for improvements in the Organization's programmes in terms of their relevance to countries, definition of objectives, their design and implementation. The Office also participates in system-wide evaluation initiatives, thereby contributing to assessments of development effectiveness by the UN system.

 
Reporting Lines
The Evaluation Officer reports to the Director, OED.
 
Technical Focus
Programme and project evaluations.
 
Key Results
The planning and conduct of evaluation assignments, thereby contributing to enhanced results-accountability to FAO stakeholders; as well as contributions to improved results-based management by the Organization, and the development of evaluation function and methodologies in OED.
 
Key Functions
• Composes and manages project evaluation teams;
• Supports evaluations of programmes, programme components or cluster of projects;
• Supports lead evaluators in the preparation of evaluation reports and related materials;
• Assists with the organization and preparation of meetings, missions, workshops and other events;
• Keeps abreast of methodological developments in evaluation, contributes to the development of evaluation methodologies and tools and participates in capacity development activities;
• Liaises and collaborates with other units of the Organization with a view to promoting results-based evaluation culture and enhanced learning from evaluations;
• Liaises and collaborates with the evaluation units of other United Nations organizations as well as professional evaluation bodies;
• Performs other duties as required.
