The International Center for Transitional Justice

 (www.ictj.org) seeks to evaluate its program in the Democratic Republic of Congo (DRC), under the time frame of June 2008 to the present. It is looking for evaluators who ideally will take a developmental approach. This is a style of formative evaluation in which the evaluator brings evaluative thinking into the process of design and intentional change. The evaluators will thus not only deliver rigorous, credible recommendations, but also concretely aid the DRC team’s production of a new framework for its DRC work.

The evaluation should take place from June 15, 2010 to September 15, 2010, with a budget of no more than $50,000.

http://www.icann.org) is seeking to appoint an independent consultant to undertake the first External Review of its Country Code Names Supporting Organization (ccNSO).

ICANN is an internationally organized, non-profit corporation that has responsibility for the coordination of critical Internet resources. As a private-public partnership, ICANN is dedicated to preserve the operational stability of the Internet; to promote competition; to achieve broad representation of global Internet communities; and to develop policy appropriate to its mission through bottom-up, consensus-based processes. The systems that ICANN coordinates provide stability and universal resolvability of the Domain Name System (DNS).

The ccNSO is the policy development body for a narrow range of global ccTLD (country code Top-Level Domain) issues within the ICANN structure. In particular, it is responsible for developing and recommending to the Board of Directors global policies relating to country-code top-level domains, nurturing consensus across the ccNSO's community, including the name-related activities of ccTLDs, and coordinating with other ICANN Supporting Organizations, committees, and constituencies.

The Review is designed to determine: (i) whether the ccNSO is fulfilling its purpose in the ICANN structure; and (ii) if so, whether any change in its structure or operations is desirable to improve its effectiveness and facilitate further membership of the wider ccTLD community.

The International Committee of the Red Cross  – Request for Proposals

The International Committee of the Red Cross (ICRC) is seeking to recruit a team to carry out an evaluation of its programme for national implementation of International Humanitarian Law (IHL); the evaluation is due to take place between September and November 2007. The evaluation team should include two or three evaluators who have not been involved in the design and implementation of the programme. The team members should combine the following skills and professional experiences:
- confirmed expertise and experience in evaluating humanitarian programmes;
- practical experience in managing prevention programmes;
- expertise and experience in IHL implementation;
- knowledge of the Red Cross / Red Crescent Movement, with practical experience working with the ICRC in the field;
- demonstrated reporting skills (candidates will be asked to provide evidence);
- strong written and oral communication skills in French and English.

End of Term Review of Support to the Justice Sector in Mozambique (EC-funded)

 The overall objective of the review is to inform stakeholders of the extent to which the programme has produced or is on track to produce its intended development results, to understand the reasons for such performance, and to identify the key lessons which can inform the design and implementation of activities associated with the Integrated Strategic Plan (PEI) for the sector. The objective of this Evaluation is to assess the appropriateness and robustness of the design, execution and decisions of the Independent Review Committees (IRCs). Since its launch in 2000, the GAVI Alliance has engaged in an innovative grant proposal process in which an IRC reviews country proposals (i.e., proposal IRC) and makes recommendations to the GAVI Board on whether they should be approved. A second type of IRC reviews country Annual Progress Reports (i.e., monitoring IRC) and makes recommendations to the board on the continuation of GAVI support and the approval or rejection of performance rewards to countries.
