Christian Aid is looking for an experienced consultant to conduct the learning review of its programme called SABI. Successful candidates will have a proven experience in delivering learning products, using contribution analysis, outcome harvesting, process tracing (or a similar methodology) and will have worked on community-led accountable governance initiatives, and in West Africa (preferably in Sierra Leone).

SABI is an exciting multi-year citizen-led accountability programme funded by UK Aid being delivered by Sierra Leonean partners led by international development agency Christian Aid.  The programme commenced in July 2016 and was scheduled for completion in June 2020 but has been extended through an Accountable Grant Arrangement to March 2021 on a reduced scale and scope (more information on SABI’s website: www.sabi-sl.org).

A key part of the extension is to generate learning for Foreign, Commonwealth and Development Office (FCDO), FCDO sister programmes and other interested parties in the wider sector. This review will be one of the key learning pieces from this extension. It will test the programme’s assumptions and will assess understanding of SABI approaches and methods, challenges, and lessons to date to inform strategic thinking (more information in the attached TOR).
