Transparency International Secretariat

The Transparency International Secretariat (TI-S) in Berlin is seeking an external consultant or team of consultants to conduct an assessment of Transparency International’s projects funded by the Siemens Integrity Initiative from 2009 to 2022. The evaluation will encompass 11 distinct projects from 7 TI chapters and the Secretariat. The impact assessment should be based on the collation and analysis of evidence with a focus on the TI movement’s contribution to clean business and level playing fields in the respective contexts in which the projects were implemented.

The overall objectives of the impact assessment are to:
• Provide an objective assessment of the projects’ relevance, coherence, impact and sustainability in their respective contexts, with a focus on collective action, clean business and level playing field.
• Provide recommendations regarding approaches, target groups and the right pressure points to both TI-S, national chapters and Siemens AG for the enhancement of the impact of potential future initiatives.
• Develop a (revised) Theory of Change (TOC) on the projects’ contribution to clean business, level playing field and the efficient use of resources.
• Inform the finalisation of the project this evaluation is part of (“Golden Stretch”).
