IMPACT ASSESSMENT – TRANSPARENCY INTERNATIONAL’S IMF ANTI-CORRUPTION ENGAGEMENT

The Transparency International Secretariat (TI-S) in Berlin is seeking a consultant or a consultancy team to conduct an impact assessment of Transparency International’s IMF anti-corruption engagement.

TI has been closely following the implementation of the Fund’s updated and enhanced good governance framework, mainly through its surveillance and lending programs. In addition to direct advocacy at the IMF, TI national chapters are increasingly monitoring the implementation of anti-corruption commitments made by governments in their loan agreements with the IMF.

EVALUATION OBJECTIVES

The overall objectives of the impact assessment are the following:

  • To provide an objective assessment of the impact of TI’s engagement with the IMF regarding anti-corruption since 2016. This includes advocacy around the implementation of the IMF’s enhanced good governance framework, and around the inclusion of anti-corruption measures in the IMF’s response to Covid-19 in 2020.
  • To test the underlying assumptions made by the Transparency International movement with regard to their advocacy approaches and anti-corruption changes and impacts.
  • To generate lessons learned and recommendations for further engagement at national, regional and global level for effective global good governance frameworks, including national-level monitoring of government commitments in IMF loan agreements.
