Title: Learning and Evaluation Consultant (Maternity Coverage)

JOB SUMMARY

The Learning and Evaluation Consultant is a temporary role within the Impact & Effectiveness Team and reports to the VP of Impact & Effectiveness. This role will support Maternity Leave coverage for the Director of Evaluation and Analytics and will manage a portfolio of short- and medium-term projects. S/he will work closely with Learning & Evaluation Officers to define, scope, and implement evaluations for specific grantmaking portfolios and provide quality analysis and useful insights to key audiences. S/he will be responsible for analyzing MEL systems, identifying gaps in project-based MEL, and providing recommendations to stakeholders for improvements. S/he will lead an analysis of bilateral funder M&E requirements and develop requisite processes for compliance. This consultancy is estimated at 20-25 hours per week, starting no later than October 11th, 2021, and concluding end of March, 2022.

ESSENTIAL JOB FUNCTIONS

Initiative & Grantmaking Monitoring & Evaluation Functions (20-30 hours/month)

  • Serve as the Learning & Evaluation representative on project-based grantmaking, responsible for supporting learning, monitoring, and evaluation activities, including data extraction and cleaning, analysis, and drafting reports.
  • Provide detailed and accurate analysis of grantmaking outcomes to support donor reporting

Operations & Systems Analysis (25-30 hours/month)

  • Assess current Monitoring, Evaluation and Learning systems, create guidance and support implementation for project-based monitoring and evaluation
  • Lead analysis of bilateral agency monitoring and evaluation requirements for proposal development and project implementation; develop recommendations for updating current system and processes to align with various requirements

Learning & Evaluation Team Support (10-15 hours/month)

  • Contribute to Learning & Evaluation team joint projects
  • Support data analysis of Movement Capacity Assessments
  • Undertake other tasks as agreed with the VP of Impact & Effectiveness

ORGANIZATIONAL RELATIONSHIPS

Internal:

  • Reports to the VP of Impact and Effectiveness
  • Constructive and effective daily working relationships with Learning and Evaluation Officers
  • Constructive and effective daily working relationships within and across teams.

KNOWLEDGE, SKILLS, AND ABILITIES

Required

  • Masters degree plus 3-5 years of relevant experience in Monitoring, Evaluation, and/or Research
  • Prior work history in non-profit sector program monitoring and evaluation
  • Experience designing and implementing mixed-methods evaluations for projects and/or evaluations of projects funded by bilateral donors
  • Experience using Salesforce or relational database software to create reports and export data
  • Demonstrable command of Excel
  • Experience in facilitating use of data to inform decision-making including visualization skills
  • Understanding of human rights funding landscape, feminist funders, and philanthropy
  • Experience implementing monitoring and evaluation plans for ongoing initiatives
  • Strong interpersonal skills with the ability to develop and manage solid working relationships
  • Attention to detail and documentation in support of building processes and systems
  • Ability to communicate recommendations and/or results clearly and appropriately based on the audience
  • Ability to exhibit flexibility in a fast-paced environment

Preferred

  • Experience working for a grantmaking organization
  • Experience building replicable, scalable systems for monitoring and evaluation
  • Experience with quantitative data and using statistical software for cleaning, management, and descriptive statistics (R preferred)
  • Oral and written fluency in a language other than English (i.e., Spanish, Russian, Arabic, French)
