The International Climate Initiative (IKI) of the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU) has been financing climate and biodiversity projects in developing, emerging and transition countries since 2008. The IKI is an important component of German climate and biodiversity financing and the (financial) obligations under the respective UN conventions. The aim of the IKI is to promote high-quality projects that support the achievement of climate change mitigation, adaptation and biodiversity protection.

As part of the IKI’s new evaluation system, this tender includes the accompanying impact evaluation for two IKI projects. Lot 1 consists of the accompanying impact evaluation of an upcoming IKI project under the funding priority “Developing skills and ideas: establishing an educational landscape on the issue of climate action”.  Lot 2 entails the accompanying impact evaluation of the IKI project “Improving the energy efficiency of the global building supply chain industry and its products to deliver high performance buildings”. Bidders are free to submit a bit for either one or both lots. In each case, the evaluation supports the development of a suitable impact logic during the respective project’s preparation phase and subsequently collects data at several points in time during and after the project duration in order to assess the impacts and impact pathways of the project. The overall objectives of this long-term evaluation instrument are learning, better decision making and a contribution to accountability.
