The World Bank Group is looking for firms to express interest in providing services for the Mashreq Gender Facility Formative Mid Term Assessment. The Mashreq Gender Facility is a World Bank IFC initiative (2019-2024) that provides technical assistance to the governments of Iraq, Jordan & Lebanon to enable a coordinated, more holistic identification & response to key constraints to improve women’s access to economic opportunities and strengthen the enabling environment for women’s economic participation.

The purpose of this formative mid-term assessment is to assess the focus, progress, and challenges of the MGF activities to date in each of the three countries and for the regional work, focusing on learning and strategic guidance to, in a realistic and quality focused manner, improve relevance and implementation at all levels.

Specifically, the objectives of the assessment are the following:
– To determine if and to what extent the MGF activities are relevant and appropriate to support women’s economic empowerment and participation in the public and private sector.
– To determine how the MGF, in particular in Lebanon and Iraq, have been adapting due to the ongoing changes in local contexts.
– To assess the performance of the MGF regionally and at the country-level against expected results and identify what factors have supported or hindered progress to date.

The World Bank Group now invites eligible firms to indicate their interest in providing the services. Interested firms should have international expertise on rigorous evaluations with a proven track record of conducting similar formative assessments and experience in evaluating programs that focus on social issues, specifically on issues related to gender equality and women’s economic empowerment in the Mashreq countries of Iraq, Jordan and Lebanon. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Consultants may associate to enhance their qualifications.

Interested firms are hereby invited to submit expressions of interest by December 20, 2021.
