The European Institute for Gender Equality, the regulatory agency of the European Union (referred to below as the contracting authority) is planning to award the contract resulting from the above procurement procedure.

The objective of the contract is to deliver an independent external evaluation report (hereinafter “the Report”) to the Management Board as regards performance of EIGE’s programme and activity including aspects such as relevance, coherence, effectiveness, efficiency and EU added value.

The external evaluation shall cover the period of 2015 – 2020 (included). Progress shall be measured by comparing the situation prior to the reporting period (previous evaluation report) and by assessing the progress made in implementing the recommendations of the 2015 external evaluation. Special attention should be given to strategic priorities, thematic objectives and operational activities implemented in the requested period.

The evaluation shall take into account the views of stakeholders, at both EU and national level. It shall provide a closer look at the specific needs of key stakeholders (EU Institutions, in particular the European Commission and the European Parliament, and the Member States) and how these needs may have changed since the 2015 external evaluation and make suggestions accordingly, in line with evaluation results.
