The National Society Development team at the IFRC is planning to carry out an evaluation around “ Investing in National Society DevelopmentA case for support”. 

At this time of the global COVID-19 global crisis, when there are restrictions on international movement and a need for strong local actors, the IFRC is carrying out an evaluation to look into the case for strengthening the resilience and sustainability of our Red Cross and Red Crescent member National Societies.  This is timely as part of a process to develop a compelling case for investment in National Society Development (NSD) and builds on interest from key donors and partners.

The Red Cross and Red Crescent Movement has a unique potential to respond to this challenge and reach the most vulnerable people through our network of local branches and volunteers. NSD is a clear priority in the IFRC’s new Strategy 2030 and of the IFRC’s new Secretary General and organisational structure.  It is also becoming a more urgent element of the IFRC’s COVID-19 response.  The purpose of this consultancy is to develop a clear and compelling case for NSD support  by:

  • developing the narrative which articulates the Movement’s existing approach to NSD, including its components’ complementarity;
  • ensuring understanding of how it contributes to strengthening local actors and increasing local resilience; and
  • articulating how donors can support this work and identify what types of resources and support are still needed

The consultancy will therefore contribute to efforts by Movement components, individually or together, to better Identify how to frame and articulate NSD initiatives and opportunities within the policy priorities of key donors.   For more information, please see the attached TOR above.
