The implementation of the Voice programme started in April 2016 for an initial period of five years. The programme was further extended up to 2024 following a favourable mid-term review. The final evaluation will cover the whole implementation period. This evaluation is a condition of the funding agreement between Voice and the MFA of the Netherlands. However, it is also a key source of reflection and learning for the rightsholders and grantee partners, Voice teams, Hivos and Oxfam Novib, the MoFA of the Netherlands and other stakeholders connected with the programme. These lessons and reflections will not only inform any discussion on the future of Voice, but also sectoral discussions on resourcing of rightsholder groups.
