The Independent Evaluation Office (IEO) of the United Nations Development Programme (UNDP) conducts independent country programme evaluations (IPEs) to identify, based on evaluation data, UNDP’s contribution to development results in the countries where it operates. They are also used to analyse the effectiveness of the UNDP strategy of leveraging national efforts to achieve these results. The objective of the EIPP is: (i) to support the preparation of the next UNDP country programme document, (ii) to strengthen UNDP accountability to national stakeholders and the Executive Board, and (iii) to contribute to organizational learning.

The IBE will conduct UNDP’s EIPP in Mali in 2023, focusing on UNDP’s work during its current programme cycle (2020-2024) potentially including interventions started in 2019 and not covered by the previous EIPP. This is the second EIPP conducted by the BIE in Mali, the previous one having been conducted in 2018.

The IBE is interested in recruiting an independent consultant/evaluator to cover the Country Programme’s Effect 3 on environmental sustainability and resilience to the negative effects of climate change. This includes grassroots strategic and development interventions in the areas of environment, climate change adaptation, resilience and energy, but also disaster risk reduction and community-based management of natural resources. Social cohesion and peacekeeping are common denominators in most UNDP projects in Mali.
