Porticus is an international organisation that manages and develops the philanthropic programmes of charitable entities established by Brenninkmeijer family entrepreneurs. Porticus collaborates with partners around the globe to foster human dignity, social justice and sustainability.

The Building Future Generations (BFG) team is calling for proposals for a Monitoring, Evaluation and Learning (MEL) partnership for our two new multi-country, inter-regional programmes entitled “Children in Displacement” and “Children on the Margin”. These programmes focus on the systemic challenges faced by displaced children and children most likely to drop out of school (those “on the margin”), by engaging with grantee partners at both country and global level for the period 2023 – 2027.

We are seeking one or two MEL partners to work with the BFG team and grantee partners throughout the lifetime of the two programmes as an embedded critical friend in the implementation and evidence-based learning.

We are open to coalitions of companies, organisations and individuals that propose to work in partnership to make an adequate Learning partner team.

It is a requirement that the team includes senior team members from the countries or neighbouring countries where the programme will operate (i.e. Kenya, Uganda, India, Bangladesh, Brazil, Peru, Colombia, Haiti, Lebanon and Jordan) with deep understanding and experience of local context.

Companies, consortiums, collaboratives or teams from the Global South are especially encouraged to tender. We are willing to consider proposals from the Global South which might not meet all the criteria right now, but could do so with support. In case relevant, please give initial indications of what support might be required.

We will hold a virtual Q&A session on 20 July 2021 at 13:00hrs (Central European Time) to answer any questions applicants might have regarding the programme, terms of reference, etc. And we strongly encourage interested parties to participate in this Q&A. When sending your proposal, please indicate clearly whether you are bidding for:
1. One programme only (mentioning which of the two)
2. One programme (mentioning which of the two) plus cross-programme learning
3. Both programmes and therefore also the cross-programme learning

We invite tenderers to respond to this RfP in a format you deem appropriate. Bids will be assessed using the following broad criteria:
a. Values and principles that drive the tenderers company/team MEL work.
b. Methodological approach, including participatory approaches and Gender Equity and Social Inclusion considerations.
c. Team capacity and composition, demonstrating the ability to deliver across various geographical and cultural contexts in the world, including relevant background and experience in the programme countries.
d. Estimated budget based on task estimates with number of days and day rates, per team member organised by the main work streams of the assignment.

The application should be no more than 15 pages (exclusive of profiles/CVs and budget) if you bid for only 1 programme and no more than 20 pages if you bid for both programmes and cross-programme learning component (exclusive of profiles/CVs and budget), focussing on the overall MEL approach and suggested methodologies, with due consideration for participatory practices and GESI.
