The objective of the World Health Organization (WHO) (www.who.int) is the attainment by all peoples of the highest possible level of health. “Health”, as defined in the WHO Constitution, is a state of complete physical, mental and social well-being and not merely the absence of disease or infirmity. WHO’s main function is to act as the directing and coordinating authority on international health work.
The WHO Evaluation Office is looking to expand its Roster of Evaluation Consultants and thus seeks expressions of interest from qualified independent evaluators and evaluation consultants with experience in thematic, strategic, policy and impact evaluations; country programme evaluations; programme/ project evaluations; and humanitarian and emergency evaluations.
We ask interested candidates to submit their expression of interest by e-mail to evaluation@who.int with an indication of:
• types of evaluation conducted and specific field of evaluation expertise (e.g. evaluations of public health programmes; emergency/humanitarian evaluations; institutional, managerial and/or policy evaluations; cross-cutting issues such as gender, equity and human rights; evaluability assessments; data analysis);
• relevant examples of evaluations conducted with an indication of the candidate’s specific role in that evaluation (team lead, expert, specialist, consultant) and years of experience in each role;
• countries in which evaluations have been conducted.
Each expression of interest should contain an up-to-date CV and a one-page outline that details how past experiences are of direct relevance to the work of the WHO Evaluation Office.
Consultants should not have any conflict of interest in evaluation of WHO’s interventions.
The WHO Evaluation Office is looking for four professional seniority levels.
• Ability to write clear, analytical and concise reports, and make clear and concise presentations relevant to the target audience
• Fluency in written and oral English essential and proficiency in the other official languages of the Organization would be an advantage (Arabic, Chinese, French, Russian, Spanish)
• Excellent communication and inter-personal skills, including cultural sensitivity
• Capacity to work autonomously and in a team of consultants
• Work experience in developing countries
• Good knowledge of the UNEG Norms and Standards for Evaluation and the UNEG Ethical Guidelines for Evaluation
• Academic qualifications or training in evaluation matters an asset
• Experience of working with organisations of the UN system an asset
Essential technical skills and experience
A – Team Leader
• Sound knowledge of evaluation standards, processes and methods such as mixed methods, theory-based and non-theory-based evaluations, qualitative and quantitative data analysis and real-time evaluations.
• Proven experience of successfully leading evaluation teams, including on complex subject matters
• 10-15 years’ experience, in the management and/or conduct of evaluations in the areas of global policy, public health, socio-economic development, humanitarian assistance, or related areas
• Postgraduate qualifications in social science, public health or related field.
• WHO daily fees for Team Leaders range from US$ 625 to US$ 720 – rates will be offered based on candidate expertise and complexity of the assignment
B – Senior Evaluator
• Sound knowledge of evaluation standards, processes and methods such as mixed methods, theory-based and non-theory-based evaluations, qualitative and quantitative data analysis and real-time evaluations.
• At least 10 years’ experience, in the management and/or conduct of evaluations in the areas of global policy, public health, socio-economic development, humanitarian assistance, or related areas
• Postgraduate qualifications in social science, public health or related field.
• WHO daily fees for Senior Evaluators range from US$ 500 to US$ 625 – rates will be offered based on candidate expertise and complexity of the assignment
C – Evaluation specialist
• Sound knowledge of evaluation standards, processes and methods such as mixed methods, theory-based and non-theory-based evaluations, qualitative and quantitative data analysis and real-time evaluations.
• At least 5 years’ experience, in the conduct of evaluations in the areas of global policy, public health, socio-economic development, humanitarian assistance, or related areas
• Graduate qualifications in social sciences, public health or related field (postgraduate qualifications an asset)
• WHO daily fees for evaluation specialists range from US$ 350 to US$ 499 – rates will be offered based on candidate expertise and complexity of the assignment
D – Research Assistant
• Familiarity with evaluation methods, in particular methods related to qualitative and quantitative data collection and analysis, online surveys, in-person and online workshops, and focus group discussions.
• At least 2 years’ experience of participation in evaluations, preferably in the area of public health in international, humanitarian or development contexts
• Graduate qualifications in social sciences, public health or related field (postgraduate qualifications an asset)
• WHO daily fees for research assistants range from US$ 198 to US$ 349 – rates will be offered based on candidate expertise and complexity of the assignment
