The Israel/Palestine country program (2021-2024) aimed to empower civil society organizations (CSOs) in Israel, the West Bank, and Gaza to enhance community resilience, address economic disparities, include marginalized voices, and advocate for human rights.
The evaluation will cover the entire duration of the program phase and will assess the relevance, coherence, and sustainability of its Theory of Change (ToC) in light of significant contextual changes, including escalations in violence and shifts in political and social dynamics. The evaluation process will be divided into three data collection studies, culminating in a final report that will provide recommendations for future program design.
Applicants are invited to submit proposals to conduct the entire evaluation process or specific parts, focusing on their expertise in the local context, data analysis, and accessibility to the regions involved. The total budget for the evaluation is 25,000 CHF, with a final report expected by February 2025. The evaluation will be managed by the HEKS/EPER country office in Jerusalem, with support from the Global Office.
Key deliverables include an analysis workshop, a draft and final evaluation report, and inception reports for each data collection phase. The ToR also outlines specific roles and responsibilities, ensuring a collaborative approach between the evaluator, data collectors, and HEKS/EPER teams.
