Key information to encourage interest:

The ILO Regional Office for Latin America and the Caribbean, on behalf of the ILO Evaluation Office, is looking for an evaluator. The consultant will carry out an independent final evaluation of the project “Support for the Implementation of Haiti’s National Strategy for Social Protection and Promotion” (RBSA HTI/22/01/RBS).

We invite you to consult the Terms of Reference in Spanish, where the scope of the evaluation is detailed, through the following link: ToR Haiti

  1. Technical proposal:
  • Describe in detail the proposed methodology, adapted to the characteristics of the project specified in the Terms of Reference (TOR). The maximum length is 12 pages.
  • Include a calendar indicating the proposed dates for the start and end of the contract.
  • The methodology must include a 100% virtual evaluation, given that there are no adequate security conditions for face-to-face visits to the field.
  • Specify the strategies to be implemented to ensure the technical quality of the final report.
  1. Team Description: Explanation of how the skills, qualifications, and experience of the members of the evaluating team meet the requirements of this assignment.
  2. Relevant experience: List of previous evaluations related to the context and subject matter of this consultancy.
  3. Statement of Availability and Fees: Confirmation of availability to perform the task, along with daily professional fees, expressed in U.S. dollars.
  4. Curriculum Vitae (CV): CV of the team members, including detailed information about their qualifications.
  5. Declaration of independence: Confirmation that candidates have not previously participated in the implementation of the projects under evaluation and do not have a personal relationship with ILO officials involved in the programme.
  6. Examples of work: Samples of evaluation products of programmes/projects related to employment, education, technical or vocational training. Products in related areas such as rural development, socio-economic inclusion, social cohesion or income generation in vulnerable populations are also accepted, preferably with a differential focus on gender and sustainability.
  7. References: Names and contact details (phone and email) of two references.

The requested documentation must be sent via e-mail, with the subject “RBSA Haiti” in the subject line, to the evaluation area of the ILO Regional Office (EVAL-LAC@ilo.org). The deadline for submitting applications: January 2, 2025 at 08:00 (GMT-5).

Queries will only be attended to EVAL-LAC@ilo.org until December 19, 2024. We will publish consolidated responses on December 20, 2024.
