Brief outline of Project:
DELPAZ Program, a strategic local development project for the consolidation of Peace in Mozambique, is to contribute to the consolidation of Peace at the subnational level in Mozambique.
While AICS is responsible for implementation in the Provinces of Manica and Tete, ADA was delegated by the European Union (EU) to implement specific objective 2 “Local Development for the Consolidation of Peace in Mozambique – DELPAZ” DELPAZ-Sofala Sub-programme in the Province of Sofala (DELPAZ Sofala). ADA is implementing DELPAZ-Sofala Sub-programme with the main partners, the Government of Mozambique through the Sofala Provincial Executive Council (CEPS) and the District Governments (District Secretariat/SDAE/SDPI/SDSMAS) and other partners such as the ADRA/Livaningo consortium and the local CSO Young Africa.
Key information to encourage interest:
The Final Evaluation serves the purposes of ensuring accountability and fostering learning. The Final Evaluation will assess the DELPAZ-Sofala Sub-programme’s relevance, effectiveness, and prospects for sustainability. The evaluation aims to promote a culture of continuous improvement and to provide evidence that informs future programming and implementation. The primary users of the evaluation results will be Donors, Government Officials in relevant Ministries, Provincial and District Governments, ADA Staff at both headquarters and field offices, and other all other relevant stakeholders of the Programme.
The evaluation will pay particular attention to the following objectives:
• To assess the DELPAZ-Sofala Sub-programme’s relevance and effectiveness in strengthening local economic development (LED) and the prospects for sustainability of its results.
• To assess the extent to which ADA’s cross-cutting issues and principles were applied in design and implementation and how this effected results achievement, focusing on gender equality, women’s empowerment and peacebuilding.
• To identify strengths, weaknesses and lessons learned and good practices in terms of design, planning, management, implementation and monitoring and responding to the needs of the target communities.
• To evaluate the programme’s ability to reach and include marginalized and vulnerable groups, especially DDR members and their family members.
