Brief outline of Project:
The European Partnership for Democracy (EPD) is recruiting a Consultant or team of consultants to conduct the midterm evaluation of the ‘AHEAD Africa’ project, co-funded by the European Union (EU). The evaluation is set to take place between July 2025 – December 2025.
The mid-term evaluation will zoom in on two specific sub-type interventions implemented under the project. The Consultant or team of consultants will therefore be tasked with:
Two case studies to scrutinise :
- The contribution of elections academies and of exchange learning missions developed under in strengthening the skills, knowledge and know-how of the civil society organisations and domestic citizen observer groups on election observation methodologies, civic education, and the legal frameworks the election processes depends on.
- The contribution of continental events and gatherings in enabling the organisational development of regional election observation networks (AfEONET, E-HORN, WAEON, and ESN-SA) and in improving their capacity to convene/coordinate local election observer groups/organisations initiatives and actions.
A literature review to map under-addressed challenges in electoral integrity and how civil society-led initiatives can fill the gaps.

The technical offer is composed of the:
- Updated CVs of the Evaluator(s);
- Annex 2 – Application form filled in.
The financial offer shall be: A separate document in the form of a quotation broken down into a detailed budget, that includes the total amount of the offer, all taxes included.
