Brief Outline of the Project:

Oxfam Ireland (OIE) has been implementing Ireland’s Civil Society Partnership (ICSP) for a Better World, a five-year programme funded through Irish Aid in seven countries in Southern and Eastern Africa including the Democratic Republic of Congo (DRC), Malawi, Somali(land), South Sudan, Uganda, Zambia, and Zimbabwe, with 21 implementing partners and 19 strategic influencing partners.

Objective of Mid-term Review

​As the programme has reached the midpoint of implementation, and as an integral part of Oxfam’s commitment to social accountability and learning, OIE will commission an independent Mid-term Review (MTR) to assess how the programme is working, in what ways, for whom and if any changes need to be made

​This review should be based on feminist and decolonial principles, ensuring that the participatory approach is meaningful for stakeholders and in particular communities that ensures that learning and feedback loops are shared and closed.  Time and resource allocations permitting.

Consultant/Team Qualifications

  • Technically competent and possess sectoral experience in development, humanitarian and peacebuilding and conflict sensitivity, climate, gender equality, active citizenship, with specific knowledge and experience on Humanitarian-Development-Peace building triple Nexus approaches valued.
  • Proven track record in conducting rigorous mid-term reviews and evaluations, with a focus on learning, and actionable recommendations
  • Demonstrated ability in using a range of methods for data collection and data analysis and sense-making from different sources, with participatory and inclusive methods and experience valued
  • Experience in managing complex multi-country evaluations and reviews in a range of settings and multiple pathways to change
  • Knowledge of, and practical experience in the application of conceptual frameworks of analysis related to the programme (eg Triple Nexus approach, intersectionality, outcome mapping and harvesting, localisation)

Timeline

​The assignment is expected to run from the week of 25 August – December 2025, with preliminary findings shared in validation processes during the month of November. Final report should be submitted on 15 December 2025.

​Proposals from applying candidates should include the total number of days they will need to undertake this exercise.

They should not exceed 5 pages excluding CVs, references (if available) and annexes. They should contain the methodological approach, review plan, budget (including information on fees), division of tasks for team members where applicable.

​Selection will be based on the following criteria:

– Quality of methodological approach, feasibility, etc.
– Experience and competencies of the reviewer(s)
– Financial viability and value for money for costs associated with the delivery of activities as laid out in the proposed methodology
– Quality including innovation of ideas relating to methods proposed, implementation, validation, presentation of results
