German Institute for Development Evaluation (DEval)
The German Institute for Development Evaluation (DEval) is currently conducting an evaluation of Germany’s Feminist Development Policy and is looking for a national consultant team for a country case study in Namibia. The overall contract duration ranges from July 1, 2026, to March 31, 2028. We are particularly interested in working with consultants with expertise in evaluation of interventions with gender- and human rights-related goals.
Please note that any questions can be submitted electronically via the German Procurement Portal (DTVP) until June 8, 2026, 23.59 CEST. Furthermore, offers can be submitted via the same portal by June 15, 2026, 10.00 am CEST.
Composition of the consultant team:
- One team leader
- One Young Emerging Evaluator
- At least parity in gender representation
The consultant team shall perform the following tasks:
- Data collection and documentation
- Data analysis, documentation of analysis and synthesis
- Logistical preparation
- Dissemination of the results
The consultant team needs to demonstrate the following suitability and experiences:
- Completed scientific university degree
- Work experience in conducting data collection and data analysis
- Profound knowledge on human rights-based and/or gender/feminist approaches
- Work experience with human rights-based and/or gender/feminist approaches
- Excellent command of English
- Profound knowledge of Afrikaans, as well as either Oshiwambo, Otjiherero, or Khoekhoegowab
- Current place and permanent residency in Namibia
