This is an open working session with the Climate Investment Funds’ Transformational Change Learning Partnership (TCLP).
Geeta Batra, Director of the Independent Evaluation Office (IEO) at the Global Environmental Facility (GEF) will share a new framework to evaluate transformational change work at the GEF.
The framework consists of 7 key attributes of transformational change, and what I find particularly interesting is its relationship to the GEF’s existing evaluation criteria — the OECD/DAC criteria + GEF’s own criterion on social inclusion. Many organizations work with the DAC criteria, and the framework was designed to flexibly map the attributes onto these evaluation criteria, orienting evaluation teams toward assessing transformational change without displacing established institutional evaluative practice.
