ICF is a leading public policy research consultancy. ICF offers research and analytical services throughout the policy cycle, from ex ante analysis (evaluations and impact assessments) to inform policy formation, through implementation, communication and dissemination to monitoring, technical support and interim/ex post evaluation. We work across the policy spectrum, from skills to health, climate change to food safety, migration to gender equality.

ICF works with national governments, regulators and international institutions such as the World Bank, ADB, United Nations and OECD. We are one of the largest providers of policy support services to the EU institutions.  We are retained under framework agreements to provide policy development, evaluation, impact assessment and analytical services for many DGs of the European Commission and EU Agencies.

Our researchers,  evaluators and analysts come from diverse academic disciplines, including social and political sciences, natural science, law and economics.
