Development Evaluation Unit, Ministry for Foreign Affairs of Finland

The Ministry for Foreign Affairs promotes the security and welfare of Finland and the Finns, and works for a secure and fair world. The Ministry concentrates on foreign and security policy, trade policy and development policy as well as on significant foreign policy issues and international relations in general. The Ministry also assists other branches of government in the coordination of international affairs.

Evaluations are independent and impartial assessments on Finland’s development policy and cooperation. They produce information on the achievement of development policy goals and help the Ministry to understand what works and why. On this basis, the evaluations produce knowledge and recommendations to the management that are used to further develop the quality of development policy and cooperation.

The Development Evaluation Unit of the Ministry is re
sponsible for commissioning large-scale evaluations of strategic relevance, which may cover policy priorities, themes or country programmes. Reporting directly to the Under-Secretary of State for Development Policy, Evaluation Unit is independent of the units and departments in charge of implementing development cooperation and making policy decisions.
