We are looking for a consultant to conduct the independent final evaluation of the project “Support for awareness-raising, training, beneficiary organization, rural animation, skills development and economic empowerment of rural communities in Kasai province, Democratic Republic of Congo (DRC) – COD/20/01/AfDB”

Applications could be for a consultant based in DRC or outside.

Evaluation period: Late February to April 2023 (field visit and draft report in March)

Application deadline: 05 February 2023.

Type of contract: Individual external collaboration contract or service contract

For more details on the evaluation, please see the attached Terms of Reference (ToRs) and here.

It should be noted that the dates mentioned in the ToRs are indicative and could be slightly revised if necessary.

Candidates interested in this call for expressions of interest will be required to provide the following information:

  1. Description of the candidate’s skills, qualifications and experience while showing how they best meet the qualifications required for this position,
  2. A list of previous independent evaluations that are preferable in relation to the context and theme of this call, clearly indicating the role played by the consultant,
  3. The candidate must demonstrate his/her expertise and ability to conduct project/programme evaluations, particularly within the United Nations system and/or with international development organizations,
  4. A copy of the candidate’s curriculum vitae (which must include information about the candidate’s qualifications).
  5. A declaration by the candidate attesting to his/her availability to participate in the final evaluation within the scheduled dates and a proposal for daily professional fees expressed in US Dollars
  6. A statement that the applicant has not been involved in the design and implementation of the project in question or does not have a privileged personal relationship with ILO officials working directly on the project.
  7. The names of two reference persons (including phone and email) to contact

The deadline to submit an expression of interest for the completion of the final independent evaluation in the DRC is 05 February 2023.
