UNESCO recently launched a call for proposals to conduct an external evaluation of the activities and achievements of the UNESCO project “Reshaping cultural policies for the Promotion of Fundamental Freedoms and the diversity of cultural expressions”.

The project, funded by the Swedish International Development Cooperation Agency (SIDA) and implemented from 2018 to June 2022, aims to:

  • Build national capacities for evidence-based and participatory policy making and monitoring processes in 16 countries (Algeria, Bangladesh, Burkina Faso, Colombia, Ethiopia, Indonesia, Jamaica, Mali, Mauritius, Mongolia, Palestine, Peru, Senegal, Tanzania, Uganda and Zimbabwe)
  • Produce and disseminate advocacy and research tools including a Global Report for the reshaping of cultural policies to monitor compliance with obligations under the 2005 Convention (2022).

The external evaluation will be the opportunity to assess the outcome of the project as well as the follow-up activities undertaken in the countries through the reviewing of internal documents, interviews with the project stakeholders, field missions at the UNESCO HQ and beneficiary countries (if the sanitary measures allow it). The conclusions and recommendations raised from the evaluation will strengthen the future implementation of the project in its third phase.

Therefore, UNESCO is seeking an independent, gender-balanced team of experts (from a consultant company or institution) to carry out the evaluation from January to June 2022.

Interested organizations are invited to submit their proposals by December 17, 2021 to the 2005 Convention Secretariat at convention2005.call@unesco.org.
