SoCha (a portmanteau of Social and Change) is an independent Monitoring, Evaluation and Learning (MEL) firm that provides bespoke solutions to social challenges. We are implementing the 5-year Mission Strategic Support Program (MSSP) for USAID/DRC. MSSP is seeking an individual consultant to fill the role of Impact Evaluation Team Leader. The Team Leader (TL) will provide technical leadership in the design and implementation of a quantitative counterfactual impact evaluation of the Partnership for the Development of Eastern Congo (P-DEC) activity. The TL will provide technical direction for a local firm in the DRC which will be subcontracted by MSSP to provide data collection services. MSSP expects to execute an individual consulting agreement with the TL for the impact evaluation baseline, which is scheduled to begin in March 2023. MSSP expects to re-engage the TL for the impact evaluation endline in 2025.
