Key information to encourage interest:

The ILO Evaluation Office/EVAL is looking for an experienced Senior Consultant, and an Assistant Consultant based in Niger, to conduct the final pooled independent evaluation of the project “Mobilizing Communities to Combat Slavery and Slavery-Based Discrimination in Mauritania “Vellahine” in Mauritania, and the mid-term evaluation of the project ” Empowerment for resilience: Survivors are addressing slavery and slavery-based discrimination through sectoral social partnerships and sub-regional collaboration “Ihtiram” in Mauritania and Niger.

For more details on the evaluation, please consult the terms of reference (ToRs) attached.  Please note that the dates mentioned in the ToRs are for information purposes only and may be slightly revised if necessary.

Candidates interested in one of the roles in this call for expressions of interest (Principal Consultant or Assistant Consultant) will be required to provide the following information:

  1. A copy of the candidate’s curriculum vitae, including:
  2. Description of the candidate’s skills, qualifications and experience while showing how they best meet the qualifications required for this position;
  3. A list of previous evaluations carried out that are preferable in relation to the context and theme of this call, clearly indicating the role played by the consultant;
  4. At least two recent references available, including email and phone;
  5. A declaration by the candidate attesting to his/her availability to conduct this evaluation in Mauritania and Niger;
  6. A statement that the candidate has not been involved in the design and implementation of the project in question or does not have a privileged personal relationship with ILO officials working directly on the project in Mauritania and Niger;
  7. A statement that the assessment will be in line with ILO and SNU standards;
  8. A financial offer must indicate the daily rate of fees (the financial offer must be expressed in USD.;
  9. Copies in French of two reports in which the candidate has been a team leader/or team member for the past five years.
