Key information to encourage interest:
As part of this recruitment process, we are looking for experienced evaluators to evaluate our project in Mora, in the Far North of Cameroon. Since its launch in 2018, the Mora Project has undergone major developments, mainly based on the adaptation of the humanitarian response to the identified needs (for more details, please see the call for applications below).
Specific objective of the project (as defined in 2024): The populations of the targeted intervention areas have access to emergency, free and quality curative (medical-surgical and nutritional) health services.
Expected results of the project:
Outcome 1: Emergency secondary health care at Mora Hospital is available and accessible.
Outcome 2: Primary health care (including immunization) and community health care (including pre-hospital assistance to the injured and community-based management of malnutrition) are available and accessible.
Result 3: emergency response and injured influx plan available
Result 4: Advocacy areas are identified and followed up for action.
After nine years it is essential to evaluate the project activities, the functioning and the use of resources in order to identify lessons learned, necessary adaptations, challenges and possibly an exit strategy.
Purpose of the evaluation:
Assess key aspects of the project using the OECD criteria (OECD): relevance, effectiveness, efficiency, impact and sustainability, in order to inform next steps, adapt activities, identify necessary changes (including in terms of use and learning), as well as ensure the relevance of actions related to the humanitarian response in the Far North region.
Intended Use:
The results of this evaluation will be used to guide decisions and define strategic directions for the future of the project.
Period assessed: January 2016 to June 2024
Duration of the evaluation: Approx. Three months
Expected Start Date: February 2025

Profile / Requirements for Candidates
Qualifications :
– Master’s degree in public health or epidemiology, medical training (preferred)
Experiment:
– A minimum of 3 years of professional experience in the humanitarian and emergency field (essential)
– A minimum of 2 years in conducting process and impact evaluations, especially in humanitarian contexts (essential)
– Experience working in insecure contexts, with displaced populations, refugees and epidemics (essential)
– Experience working with MSF (at least one person on the assessment team with experience with MSF) (essential)
– Experience working in Cameroon (desirable)
– Knowledge of local languages (desirable)
Skills:
– Excellent analytical skills
– Excellent writing skills
– Strong knowledge of qualitative and quantitative methodologies
– Excellent ability to analyze and synthesize quantitative and qualitative data
– Experience in facilitating learning exercises.
– Excellent organizational and planning skills
– Fluency in English and French (oral and written)
– Understanding of MSF’s organizational structure and operations (at least one person in the evaluation team)
