Key Information to Encourage Interest:

IDLO is seeking an experienced Evaluation Expert to lead the final evaluation of its “Strengthening State Responses to Transnational Organized Crimes in East Africa” (EATOC) project implemented in Kenya, Tanzania, and Mozambique. The evaluation will assess project outcomes, impact on beneficiaries, and sustainability of results.

Key Responsibilities:

– Lead evaluation design, including Theory of Change reconstruction and development of evaluation questions and indicators.
– Conduct desk review of project documents and M&E data.
– Manage and coordinate data collection, including interviews and FGDs with support from a local consultant.
– Deliver an Inception Note, Draft and Final Evaluation Reports.

Profile:

  • Master’s in international development, law, public policy, or related field.
  • 10+ years of experience leading evaluations of capacity-building programmes in the field of Transnational Organized Crime (TOC), criminal justice, criminal justice reforms, and anti-corruption.
  • Expertise in ToC/logframe approaches and the OECD-DAC evaluation framework.
  • Comprehensive knowledge and understanding of the criminal justice reforms and systems, and anti-corruption programming context in Kenya, Mozambique and Tanzania.
  • Outstanding written and verbal skills in English is required. Proficiency in Swahili/Portuguese is an advantage.
