Caritas Switzerland

Caritas Switzerland will conduct an evaluation based on Outcome Harvesting for the Knowledge and Policy Dialogue on Protection of Children & Youth on the Move (KAPCYM) Unit. The KAPCYM Unit was established by Caritas Switzerland as a mandate from Swiss Development Cooperation, in order to strengthen evidence-based policymaking and practice around long-term resilience of children & youth on the move on the African continent. The purpose of the evaluation is to identify and the extent to which the KAPCYM Unit has generated observable results and contributed to intended and unintended outcomes, using the Outcome Harvesting methodology. The evaluation serves both learning and accountability functions. It will generate lessons to inform adaptation and future programming, particularly with regard to the potential next phase of the project. As the project is ongoing since only 1.5 years, and we are interested in higher-level changes, the evaluation can be conducted remotely, with a volume of ~20 days in June/July 2026.

For this purpose, we are searching for qualified consultant (teams) interested in conducting this evaluation. Interested parties can submit their CV(s) and a short statement of experience with the Outcome Harvesting Methodology to wschneider@caritas.ch to be included in a shortlisting process. The closing date for submission of CVs is 9th of April 2026. After that, shortlisted candidates will be invited to submit a proposal and will be sent a copy of the full Terms of Reference.

We are particularly interested to hear from consultants who meet the following criteria:
•           Proven experience in evaluating advocacy or policy-influencing interventions.
•           Proven experience in applying the Outcome Harvesting methodology according to Wilson-Grau.
•           Strong expertise in qualitative data collection and analysis, including participatory research approaches.
•           Solid contextual knowledge of the regions concerned (North, East and/or West Africa).
•           Strong knowledge of migration governance and issues affecting children and youth on the move.
•           Excellent written and verbal communication skills in English and French.
