Description:
Independent Development Evaluation at the African Development Bank invites Consulting Firms to express their interest in supporting the Evaluation of the African Development Bank Group’s Country Strategy and Program in Sierra Leone covering the period 2013 to 2023.
The assignment includes the following activities:
• Inception: Desk reviews and preliminary consultations with critical stakeholders within the Bank and Government of Sierra Leone to clarify scope and stakeholder expectations and develop a sound evaluation approach and roadmap presented in the form of an Inception report.
• Data collection and analysis: The Consultant will execute the data collection and analysis strategy as approved in the Inception Report. This includes conducting in-depth document reviews, key informant interviews, case studies and field visits in Sierra Leone.
• Reporting: The Consultant will produce three sector case study reports, a comprehensive draft and thereafter a final technical evaluation report that analyses the evidence gathered and synthesizes findings, conclusions, lessons and preliminary recommendations.
