Description:

The Independent Evaluation Office (IEO) of the United Nations Development Programme (UNDP) conducts independent country programme evaluations (ICPEs) to capture and demonstrate evaluative evidence of UNDP’s contributions to development results at the country level, as well as the effectiveness of UNDP’s strategy in facilitating and leveraging national efforts for achieving development results. The purpose of an ICPE is to support the development of the next UNDP country programme and strengthen the accountability of UNDP to national stakeholders and the Executive Board.

The IEO is conducting an independent evaluation of UNDP Iraq in 2023, covering UNDP’s work during the current programme cycle. This is the third independent country evaluation conducted by the IEO in Iraq: the previous ICPE was published in 2019, and an Assessment of Development Report (ADR) in 2014. The report will help inform the preparation of UNDP Iraq’s new country programme starting in 2024. The evaluation will be conducted in close collaboration with the Government and other programme stakeholders, as well as the country and regional offices.

The IEO is seeking to work with an institution to cover the country programme for Iraq between 2020 and 2024 for the outcome areas as mentioned above, namely: Outcome 1 (Stabilization), Outcome 2 (Growing the economy for all), Outcome 3 (Strengthened institution and services), Outcome 4 (Promoting natural resources and disaster risk management and climate change resilience).

In addition, cross-cutting issues will also be covered, including but not limited to, the promotion of human rights, gender equality and women’s empowerment and “leave no one behind” principles, capacity building, partnership building, UNDP’s adaption in the crisis setting, UNDP’s programming and strategic positioning in the humanitarian-development-peace nexus, monitoring and evaluation, etc.

It is envisaged that institutions will propose four individuals as part of the evaluation team, three outcome evaluation consultants (could be a mix of internationals and nationals), and one evaluation meeting and field work coordinator (national).

Outcome evaluation consultant 1: to cover Outcome 1 (Stabilization) and Outcome 3 (Strengthened institution and services);
Outcome evaluation consultant 2: to cover Outcome 2 (Growing the economy for all) and
Outcome evaluation consultant 3: to cover Outcome 4 (Promoting natural resources and disaster risk managemnet and climate change resilience).
Evaluation meeting and field work coordinator consultant 4 will handle a coordinator role to facilitate the organization of meetings and coordinate field mission activities in coordination with the country office.
Note that Outcome 1 (Stabilization) is mainly composed of project under the Funding Facility for Stabilization (FFS) Programme which is undergoing its evaluation, whose result will contribute to the ICPE. The consultants are expected to conduct field data collection for the four outcome areas and contribute to the overall evaluation process. Institutions are welcome to suggest alternative team configurations with an accompanying justification.

The purpose of this RFQ is to provide information on the ICPE Iraq and solicit proposals from institutions (firms, academic and research institutions, think tanks, etc.) to participate in the evaluation.
