Description:
The ILO Evaluation Office seeks Expressions of Interest (EoIs) from qualified independent evaluator(s) with solid experience of development project and programme evaluations for an upcoming independent final evaluation of the ILO’s Better Work programmes (Phase 1) in Sri Lanka and Madagascar (2019-2024).
How to apply?
The EoI is open to individual consultants and teams of consultants with experience in conducting development cooperation project and programme evaluations. Prior experience of the apparel supply chain and/or the target countries and familiarity with ILO is an asset.
Expressions of interest should be sent via email to moqvistuggla@gmail.com with thakur@ilo.org in copy by 15 December 2023, indicating [EU Phase I Final evaluation – Better Work Madagascar and Sri Lanka] in the email subject line.
Each expression of interest should contain:
• A one-page cover letter indicating relevant expertise for the concerned assignment, focusing on experience of strategic global evaluations in relevant area and availability of the proposed consultant(s) during the aforementioned evaluation time-frame. In case where a group of consultants are proposed, the cover letter should explicitly describe the complementarity of team-members.
• Full CV(s) of the applicant team members clearly indicating the lead evaluator.
• Confirmation of full proficiency in English, as all reports, including drafts, will be written in English. Proficiency in Sinhalese, Tamil, Malagasy and French would be a plus but is not mandatory.
• Proposed fees based on competitive UN system relevant levels (only professional fees should be proposed, separately for each team member).
