Oxfam Novib is looking for (a team of) experienced evaluator(s), for the final evaluation of the ARC Pakistan programme. The overall objective of ARC Pakistan is to contribute to improved public trust and confidence in accessing justice (formal and semiformal justice systems) while working with justice providers for improved service delivery for citizens. The programme is implemented in Punjab, Sindh and Khyber Pakhtunkhwa Provinces by Oxfam and local partners.
The purpose of this final evaluation is threefold:
- Accountability: By capturing the results of the programme and comparing them against the intended social change, the final evaluation will allow the ARC Pakistan programme to provide accountability to its various stakeholders, in particular to the donor, programme partners, target communities and key actors in the sector in Pakistan.
- Building institutional knowledge: The final evaluation will identify lessons learned and recommendations, and generate knowledge that shall inform the development of current and future projects/programmes that aim to address the root causes of injustice in Pakistan and elsewhere.
- Enhancing sustainability: Based on the gathered information and knowledge, the final evaluation will assess the potential for sustainability as well as recommend actions to further sustain gains made during the programme.
We are looking for a senior consultant with good knowledge of and strong experience in evaluating programmes of rule of law, governance and security and justice. In case the consultant is working remotely, he/she will be responsible for hiring a local team or individual to collect data.
The lead consultant should have the following experience and expertise:
- > 20-years’ experience in evaluating large scale and complex programmes in the areas of rule of law, governance and security and justice
- In depth understanding and knowledge about the context and focus area of ARC Pakistan
- Knowledge of the justice system in Pakistan
- Good understanding and knowledge about conflict sensitivity
- Experience with other international (I)NGO’s as well as CSOs
- Experience in qualitative data collection and analysis
- Good writing and communicative skills
- Professional proficiency in English
