Brief outline of Project:

Sightsavers is looking for a consultant to conduct a synthesis review of gender equality in Sightsavers’ programme planning and implementation. This review follows a previous gender review conducted in 2020.

Sightsavers’ approach to gender programming is centred around gender mainstreaming. This involves ensuring that gender perspectives are considered throughout the conceptualisation and delivery of programmatic activities, including policy influencing, research, advocacy, human resources, financial resource allocation, planning, implementation, targeting, and the monitoring and evaluation of programs and projects.

Building on the findings from the first gender synthesis review in 2020, Sightsavers has articulated a more explicit commitment to gender equality in a set of thematic strategies that guide its work in five areas: Eye Health and Refractive Error, Inclusive Education, Economic Empowerment, Social Inclusion, and Neglected Tropical Diseases (NTDs). Each of these thematic areas situates gender within its programmatic work and proposes specific strategies to achieve either gender equality or gender equity.

The purpose of the Gender Synthesis Review 2025 is to assess the progress Sightsavers has made in gender mainstreaming since the previous review in 2020. This involves evaluating both the processes and outcomes related to gender equality and equity in Sightsavers’ programmes across all thematic areas. The review aims to capture operational learning, identify achievements and challenges, and provide recommendations to further strengthen Sightsavers’ strategic approach to gender inclusion.

The review findings and recommendations are intended for both internal and external audiences, including Sightsavers’ global technical leads, strategic working groups, and project implementation teams in all regions. Externally, the findings and recommendations will be shared with Sightsavers’ project delivery partners, donors, and external evaluators involved in current and future evaluative activities.

The review will be issued to an external independent consultant through an open tender. The budget is estimated to require 35-40 working days. No travel is envisaged, and the review can be conducted remotely from any suitable location between May and December 2025.

The cost of any proposed dissemination activities or associated materials, beyond those covered under the deliverables section, will be considered separately subject to the availability of resources. Interested parties should submit a budget including a breakdown of daily rates for the assignment and any other anticipated expenses.
