Brief outline of the project
As the European Union has repeatedly noted, empowered civil societies are crucial components of democratization processes and are vital partners in fostering peace, conflict resolution, pushing countries towards transparent and accountable governance. Moreover, they are advocates for fundamental European values. Russia’s full-scale invasion of Ukraine has redefined the role and possibilities for civil society and triggered dramatic changes in the enabling environment for CSOs, not just in those two countries, but across the EaP+ region.
In many parts of the region — most acutely in the region’s closing environments — civil society is being throttled, silenced, imprisoned, and attacked by authorities that are growing increasingly hostile to independent and critical voices. Conflicts within the EaP+ region are being used as a backdrop by authoritarian regimes to instil yet more repressive restrictions on the activities of civil society organisations, outright banning them, making fundraising illegal, blocking their websites, and imprisoning leading individuals — from human rights defenders and journalists to women’s rights campaigners and anti-war voices.
In response to the growing repression of civil society in the EaP+ region, the European Commission entrusted the Prague Civil Society Centre (PCSC) with the means to support civil society through this Action: “Boosting civic resilience and connectivity in the EaP”. This Action sought to build a better connected and more resilient civil society across the Eastern Partnership region — one that is ready and able to participate in the democratization, reform, and recovery processes in their countries, thus fostering more inclusive, resilient, and democratic societies. Throughout the course of this Action, PCSC has supported and connected Civil Society in four EaP+ countries with FSTP and capacity building and networking events.
The goal of the evaluation is to assess the impact of the Action. It should highlight what worked well and identify areas that need improvement to shape future interventions.
Key information to encourage interest
Qualification Requirements:
• Knowledge of EaP+ civil society landscape and understanding of its challenges;
• Excellent English language skills and preferably knowledge of one other regional language;
• Experience with monitoring and evaluation tools and approaches;
• Experience with collecting and securely handling qualitative data in a sensitive context;
• Ability to travel to the region as a trip to Armenia is required.
