The Independent Evaluation Office (IEO) of the United Nations Development Programme (UNDP) carries out Independent Country Programme Evaluations (ICPEs) to assess UNDP’s contributions to national development results and evaluate the effectiveness of UNDP’s strategy in facilitating and leveraging national efforts for achieving development results. The purpose of the ICPEs is to: i) support the development of the next UNDP Country Programme Document, and ii) strengthen accountability of UNDP to national stakeholders and to the Executive Board.

The Country Programme Document (CPD) 2019-2023 for the Philippines was developed in alignment to the priority areas identified in the United Nations-Philippines Partnership Framework for Sustainable Development (PFSD). According to the CPD, UNDP Philippines is programmatically expected to address three PFSD outcomes: (i) The most marginalized, vulnerable, and at-risk people and groups benefit from inclusive and quality services and live in a supportive environment wherein their nutrition, food security, and health are ensured/protected (PFSD Outcome 1); (ii) Urbanization, economic growth, and climate change actions are converging for a resilient, equitable, and sustainable development path for communities (PFSD Outcome 2); and (iii) National and local governments and key stakeholders recognize and share a common understanding of the diverse cultural history, identity and inequalities of areas affected by conflict, enabling the establishment of inclusive and responsive governance systems and accelerating sustainable and equitable development for just and lasting peace in conflict affected areas in Mindanao (PFSD Outcome 3).

The IEO is hiring an independent consultant/evaluator to cover the area of sustainable economic growth, urbanization and climate change (outcome 2) under the Philippines Country Programme for the 2019-2023 cycle. The consultant will also support the assessment of cross-cutting issues such as gender equality, partnerships, coordination, capacity development, COVID-19 adaptation, among others and contribute to the overall preparation of ICPE 2019-2023 for Philippines.

The assignment is home-based  with possible travel for data collection (tentatively scheduled for May–December 2022). The level of work is estimated at 40 working days.
