International Rescue Committee (IRC)
The International Rescue Committee (IRC) is looking for a skilled Performance Evaluation Consultant for their BHA-funded Empower and Inform project. This is a crucial role aimed at enhancing humanitarian assistance through informed decision-making and community engagement.
Project Overview: The Empower and Inform project operates under two main pillars:
- Responsive Information in Emergencies (RISE) – Focused on developing a harmonized toolkit for emergency settings.
- Empower to Enable (E2E) – Aims to empower frontline staff to enhance client participation through a tested toolkit.
Consultancy Objectives:
- Evaluate the effectiveness and relevance of the RISE and E2E toolkits.
- Assess project impacts using a mixed-methods approach.
- Provide insights that will guide future toolkit design and implementation.
Consultant’s Role:
- Design evaluation methodologies aligned with IRC expectations.
- Conduct comprehensive data analysis.
- Produce detailed reports including findings and recommendations.
Duration: The consultancy will not exceed 40 working days.
Deliverables Include:
- Inception report.
- Validation workshop and final evaluation report.
- Summarized four-page report and detailed presentation of findings.
Requirements:
- Degree in Monitoring and Evaluation, Research, Statistics, or a related field.
- Proven experience in humanitarian evaluation contexts.
- Strong data collection and analysis skills, proficiency in tools like Nvivo or Excel.
- Excellent command of English with exemplary writing and presentation skills.
