Closing Date: 20th June 2023

Description:
Connected Society (CS), a programme within GSMA’s Mobile for Development portfolio is seeking a supplier to undertake an evaluation of a MISTT (digital skills training) implementation through a mobile operator partner in one of Cameroon or Rwanda [GSMA to confirm country and operator selection].

The evaluation seeks to develop a deeper understanding of:
• Who is the MISTT training reaching – is it reaching the underserved?
• How effectively is MISTT delivering improved digital skills
• What is the socioeconomic impact of the skills gained through the training on trainees
• What improvements are needed to better reach the underserved

The research will focus on the underserved, with a particular focus on women. Prior experience conducting robust evaluations in the international development and digital inclusion space is required. Bidders should be able to demonstrate a strong knowledge of the local context in Cameroon and/or Rwanda, as well as good experience and sensitivities around working in gender focused research.

Applicants are invited to submit an Expression of Interest to Matthew Shanahan mshanahan@gsma.com, Ruth Orbach rorbach@gsma.com, and Jackline Tino jtino@gsma.com by 20th June 2023, ahead of final country selection by GSMA. On 21st, we aim to reach back out with clarifications to any queries and to request work begins on proposals.
