Caritas Switzerland (CACH)

Within the framework of the project “Internal Migration and Diaspora Contribution – Narimey”, Caritas Switzerland (CACH) is considering the application of Outcome Mapping (OM) and Outcome Harvesting (OH) as an evaluation approach. The integration of the respective tools will make it possible to obtain a holistic evaluation of the planned intervention in Niger (Dosso, Tahoua and Tillaberi regions, including Niamey), taking into account expected and unexpected results, and promoting continuous adaptation to the needs of the field.

The project itself aims to sustainably improve the living and working conditions of internal migrants in Niger. Faced with increasing migration, driven by various factors such as food insecurity and climate change, this project is committed to strengthening state institutions for better protection of migrants, informing them about their rights, and promoting their involvement in local development. The three pillars of intervention are: (1) providing institutional support for migration and diaspora management, (2) protection and rights of internal migrants, as well as citizen engagement, and (3) motivating a policy dialogue for effective implementation of migration and social protection policies.

To this end, we are looking for qualified consultants who will support the NARIMEY team in the planning and conceptualization of the MO, including the definition of the project vision and expected changes, the establishment of a system for continuous monitoring of actions and progress, as well as the planning of a detailed evaluation to assess the impact and effectiveness of the interventions. This includes capacity building of the teams involved in the implementation through online and face-to-face training, including travel to Niger.

At the HO level, the consultant will accompany the team through the following six steps: designing the harvest, writing the descriptions of the results, engaging the informants, justifying the results, analyzing and interpreting the results, and supporting the use of the results.

We are particularly interested in consultants who meet the following criteria:

  • Proven experience in leading assessments related to migration, diaspora, migrant-local government collaboration, VGB, labour law, etc., where possible in West Africa;
  • PhD or Master’s degree in relevant fields such as Migration, Community Development, Gender Studies, or any other related field;
  • Minimum of 5 years of experience in the use of Outcome Harvesting and Outcome Mapping methodologies, as well as Usage-focused methodologies;
  • Minimum of 8 years of experience in M&E in West Africa, as well as at least one work experience in Niger;
  • Good knowledge and understanding of the rural context and crop diversity in Niger;
  • Skills in analyzing, adapting and adhering to international and national standards and best practices.
