Strategic Capacity Group (SCG) is hiring a Program Officer (PO) for the Department of Knowledge Management (KM) to perform functions that ensure the quality, adequacy, and technical feasibility of substantive/knowledge-based products in furtherance of SCG’s mission. Specifically, the PO/KM contributes to SCG’s conceptualization/design, administration, and implementation of monitoring, evaluation, and learning processes and products for SCG’s global portfolio of logistics and capacity building projects. Toward these objectives, the PO/KM closely collaborates with members of other SCG departments/divisions. The PO/KM reports to the Director of Knowledge Management.

 

Required Qualifications, Skills and Experience

  • A minimum of five years of experience managing and/or independently conducting monitoring and evaluation work for federally funded projects/programs, preferably related to international and/or foreign assistance.
  • A master’s degree in political science, public policy, or other social science or related discipline.
  • Demonstrated ability to independently develop indicators for results-driven M&E.
  • Experience with project management activities such as planning, coordination, and (internal and external) stakeholder management.
  • Exceptional analytic, problem-solving, communication, and relationship-building skills.
  • Exceptional attention to detail.
  • Advanced knowledge of Microsoft Office products, especially Excel.
  • Proficiency in the management, structure, and use of databases for analysis and reporting.
  • Outstanding ability to self-manage, plan, and set priorities in a fast-paced environment.
  • Fluency in English and French or Spanish.
  • Willing and able to travel domestically and internationally as needed.
  • Experience with analytic software, data visualization, and survey platforms.
  • Experience with proposal writing is highly desirable.
  • Experience with one or more of the following: Stata/SPSS/R, Atlas.ti/NVivo, PowerBi/Tableau, Alchemer/Qualtrics is highly desirable.
