Key information to encourage interest:

Welthungerhilfe (WHH), one of Germany’s largest humanitarian and development NGOs, is seeking an experienced consultant /  consulting team specializing in impact measurement to support the design of an impact evaluation for its flagship Skill Up! program.

WHH has been running Skill Up! since 2015 across 15 countries, focusing on technical and vocational education and training (TVET) to enhance economic stability and income generation for vulnerable young people. As part of its commitment to evidence-based programming, WHH has developed a tracer study tool to monitor outcomes and now seeks to build a robust impact evaluation design that aligns with WHH’s conceptual approach to impact measurement.

Key Objectives:

  • Review Skill Up’s  outcome monitoring system and make recommendations for adjustments that will ensure solid data base for impact evaluation at the end of the program implementation.
  • Develop an impact evaluation design that captures the causal effects of the Skill Up! program on youth employment and economic resilience.
  • Prepare data collection guidelines for program staff and conduct capacity building of the key staff responsible for operationalizing the data collection guideline.

We seek a consultant/consultant firm with strong experience in impact evaluation methodologies, particularly in experimental and quasi-experimental methods. Expertise in skills development and economic resilience programs is required.
