Call for papers 2026
In the summer of 2010, the first edition of the International Symposium ” Cross-Regards sur les transformations de la gestion et des organisations publiques ” took place under the aegis of the ENA and within its walls in Strasbourg (France). At that time, research on the functioning , organizational structures and transformation of administrations and public bodies was abundant, but their results were still modest or affected by reservations, notably justified by ideological underpinnings: ” fundamental ethical values are often evoked as protective shields against the excesses of what is perceived as a paradigmatic aspect of the managerial logic imposed on public action: performance [1] .
In 2025, empirical research affiliated with management sciences, focusing exclusively on public organizations, illustrates institutional, organizational, normative and instrumental dynamics marked by numerous difficulties and others, crowned with more or less notable successes. Indeed, different epistemic and practice communities associated with the governance and management of state, territorial and sectoral administrations and organizations are of the opinion that ” the bureaucracies of the past cannot be perpetuated. We need public administrations capable of coping with the acceleration of change in environments ” [2] .
