The evaluation of public policies is a democratic requirement making it possible to respond to the questions and doubts of citizens. With the growing interweaving of the powers of the State and the various local authorities in many fields of public action (social, employment, town planning, regional planning, etc.), the success of reforms and public policies depends on more and more of their implementation in the territory. However, only a joint and cross-assessment approach makes it possible to truly measure its effectiveness while legitimizing the role of the different levels of communities.
