Welthungerhilfe (WHH) invites expressions of interest from qualified consultants or small teams to strengthen the MEAL (Monitoring, Evaluation, Accountability, and Learning) system of the “Right to Food in Africa – From Policy to Plate” program. The consultancy will support country teams in Outcome Harvesting, improve the program’s Theory of Change, align monitoring with impact indicators, lay the foundations for program evaluation and implement it. The program is implemented by WHH and eight civil society partner organisations in Ethiopia, Kenya, Malawi and Zimbabwe, from October 2024 to March 2028.
Key Responsibilities (timing):
- Review and harmonize MEAL systems at country and program levels (upon contracting)
- Provide tailored Outcome Harvesting training and ongoing support to country teams (on demand)
- Facilitate lessons learned, sensemaking, and quality assurance during outcome harvesting workshops (January/February 2026 and January/February 2027)
- Design and implement a program evaluation with actionable recommendations for a potential next phase (second half of 2027)
Consultancy Requirements:
- Advanced degree in Social Sciences, Development Studies, Evaluation, or related field.
- 7–9 years of relevant experience in monitoring and evaluation for systemic change programs, particularly through social accountability and advocacy action.
- Proven expertise in Outcome Harvesting/Outcome Mapping and training project teams.
- Strong communication skills in intercultural settings; excellent English.
- Experience in the program countries is an advantage.
