The ACT Alliance Palestine Forum hereby invites qualified individual consultants or consultancy firms to submit proposals for conducting the Final External Evaluation of the ACT Emergency Response Appeal PSE231 in the Occupied Palestinian Territories (OPT).
This joint humanitarian appeal, implemented by seven ACT Alliance members and their local partners, has delivered multi-sector emergency interventions across Gaza Strip, West Bank, and East Jerusalem from November 2023 to May 2026, focusing on lifesaving assistance, shelter, livelihoods, psychosocial support, health, education, advocacy, and community resilience.
The purpose of this consultancy is to assess the overall performance, effectiveness, relevance, efficiency, accountability, protection, coordination, sustainability, and impact of the appeal, while generating practical lessons learned and recommendations for future ACT Alliance humanitarian responses.
