November 20th Session Scenario for Discussion

“Jeremy, an independent evaluation consultant, has been contracted to evaluate a poverty alleviation program operating in an economically disadvantaged community. The program aims to reduce poverty by offering participants access to job training, financial literacy, and resources for economic mobility. As part of the evaluation, Jeremy has been asked to design a survey for program participants to gather their perceptions of the program.

While developing the survey, the Jeremy grows concerned that collecting participants’ perceptions may not capture the full extent of the program’s impact. Participants may report satisfaction or positive feelings about the program, but Jeremy questions whether these opinions reflect actual improvements in their economic status or financial behaviors. The evaluator believes that relying solely on self-reported perceptions of success may not provide a true picture of the program’s impact on reducing poverty.” How can Jeremy balance capturing participant perceptions while ensuring the evaluation reflects actual economic improvements?
