Professional Summary

  • More than 30 years’ experience in various aspects of private and public-sector evaluation in the following fields; public health, environmental health, higher education, youth unemployment, community services, multilateral banking, small-to-medium enterprises, and impact of communication and information technology on society.
  • Positions held include director of internal evaluation unit in Swiss Federal Office of Public Health, independent evaluation consultant to government departments and NGOs (both as solo consultant and as team leader of external evaluation team), and evaluation mentor to external evaluation teams.
  • I have also held positions in several Swiss universities as visiting lecturer in public sector evaluation and as a senior researcher in Oxford University, UK. I have acted as peer reviewer on several evaluation studies and am currently a member of the editorial board of the Canadian Journal of Program Evaluation.
  • My experience also includes Director of European Office of an international NGO, project manager of a European Medical General Practice research project, and company secretary in a private financial consultancy.
  • Clients include: Swiss Federal Office of Public Health, Swiss Agency for Development and Cooperation, European Commission, English National Nursing Board, UK Health Promotion Agency (now merged and become NICE), UK Employment Department (Youth unemployment sector), UN Joint Inspection Unit, WHO and more recently, the Foundation of Family Medicine in Palestine and Medical Aid to Palestinians, the Caribbean Development Bank, the WHO International Coordination Group (ICG) On the Vaccination Provision Mechanism and the ILO’s Evaluation Unit.
