Brief outline of Project:

The Evaluation Office of the International Labour Organisation (ILO/ ILO-EVAL) is seeking expressions of interest from qualified consultant(s) to conduct an Independent Final Evaluation of an umbrella project “Trade for Decent Work Project” Phase I (2019-December 2024).
The “Trade for Decent Work” project is a partnership between the European Commission, the Republic of Finland and the International Labour Organization (ILO), created to advance the Decent Work Agenda in 1801 selected trading partner countries of the European Union (EU) that are beneficiaries of the EU Generalized Scheme of Preferences (either standard GSP, GSP+, or EBA) or that have signed or are negotiating a trade agreement with the EU. It is a nine-year project (2019-2027), implemented in two phases covering four continents- Africa, Asia, the Americas, and Europe. Phase 1 of the project which is the focus of this evaluation ran from 1 January 2019 to 31 December 2024 through the annual renewals of the original agreement and a one year no-cost extension in 2024.
